Although the letter may seem to be an overture of peace, the continuation of Rabbi Moshe’s words reveals that it also serves as a pointed polemic: "Especially against my dear friend from the past…" Rabbi Moshe writes, "Rabbi Ori Bloya Shlita, I hold no grudge against him for his opposition to one of my actions against the Zionists and Zionism, due to his lack of understanding of the depth and purpose of the action. There was no personal insult here, and there is absolutely no break in our continued friendship."

It appears that the issue at hand concerns one of Rabbi Moshe’s initiatives, possibly involving his visits and conversations with individuals who are not of the seed of Yitzchak. While Rabbi Moshe wishes to maintain his friendship with Rabbi Ori, he also expresses mild frustration regarding his "lack of understanding of the depth of the action and its purpose."
